The Narrative
This action is in Response
and Resolution (R&R) to the US Supreme Court decision
…to affirm the Constitutional Rights of States, counties, and municipalities,
…to enforce their public health and safety codes, allowing them to force remove the outlawed encampments of homeless,
…US citizens, even without warning, thereby making them subject to imminent arrest.

According to the governors’ executive-ordered policy, the restraining Federal, 9th District Court Orders,
…such as the Jones and Boise, etc., acts, i.e., the conjured so-called, ACLU (American Civil Liberties Union)
… deliberately failed “homeless civil rights homeless movement”, has now been nullified by the SCOTUS.

The Honorable Governor of California, Mr. Gavin Newsome has received the SCOTUS decision as the “greenlight”
…to gaslight homeless, US citizens societally, racistly, immorally, and anti-Constitutionally forced
…to dwell in the public square outlawed for human habitation,
…to “sweep” or “leaf blow” them away into the unknown.

American Africans, federalized, black citizens of special citizenship status, are the overwhelming, disproportionate homeless populations.

These, black chattel slave descendants, outcasted by America’s 404 years, systemic racist society,
…are primarily located in major urban centers throughout the United States,
…particularly in the National Capital of homelessness of Los Angeles city & county of California,
….with the highest number of homeless persons.

Therefore, by the authority of appertaining federal laws that empower us to “actual freedom”
…in this Union Republic, we morally and lawfully present our case to stop Gov. Newsome’s dangerous,
…national security threat policy and practice of “sweeping leaf blowing” away of homeless, US citizens.

These federal laws are:

  1. The 1863, Emancipation Proclamation, Presidential Executive Order #95 of President Abraham Lincoln, noting Sentence 2, B stating,
    and the Executive Government of the United States, including the military and naval authority thereof, will recognize and maintain the freedom of such persons, and will do no act or acts to repress such persons, or any of them, in any efforts they may make for their actual freedom.
  2. The 1866-68 Civil Rights/14th Amendment Act, i.e., original, National Birthright Citizenship of federalized, black citizens – American African, chattel slaves and their descendants, et al, as long as the USA, Union Republic “shall not perish from the earth.”
  3. The 1861-1861, 1st & 2nd, Congressional Confiscation Acts
  4. The 1870-1871, Enforcement Act, i.e., Anti-KKK Acts

While agreeing with the correct decision of the SCOTUS to lawfully protect the public health and safety of all residents,
…I disagree with how states, counties, and municipalities apply it to US citizens,
…racially and societally forced into the outlawed zones of such.

Gaslighting Homeless, US Citizens
Public property was the only sanctuary of refuge for US homeless citizens from the very toxic,
societal stresses that cause societal mental illnesses resulting in catastrophic consumption of
alcoholic and illicit, “street” narcotic substances, particularly physician-prescribed psychotropic medicines,
…all of which are annual, multi-billion dollar industries, including the associated, rehabilitation facilities and programs.

These societal maladies and systemic racism have driven hard-working, American citizens, just like you,
…into the zones of outlawed human habitation in the public square, of which, they are unjustly being gaslighted.

Proven by the multi-billion dollars social service programs’ failure to reintegrate homeless, US citizens
…back into the  “mainstream”, it appears that the only option left for Governor Newsome;
…the Hon. LA Mayor, Ms. Karen Bass; the Hon. Vice President, Ms. Kamala Harris
…and the White House based, US Interagency Council On Homelessness…

is to eventually by “the bayonet point” of the National Guard, force the thousands of homeless, US citizens
…onto state and/or federal properties outside of the urban centers, without the possibility of returning to “mainstream”
…hence, permanent internment camps.

As California Goes, So Does the Nation
The SCOTUS is authorized to only interpret Constitutional Law, not provide answers to societally caused maladies,
…whereas it’s the sworn duty of governmental entities to execute and implement social services
…to address them by whatever means they respectively deem.

Having the highest numbers of US homeless citizens, hosting LA, the national homelessness capital,
…when California attacks the makeshift dwellings of human beings, yet, not provide the proper and decent alternatives,
other states will tend to follow its model.
As Mr. Newsome proudly says, “As goes California, so goes the nation”

As I foresaw and predicted, 40 years ago (1985 – 2024), from the bowels of Skid Row,
…the government will allow homelessness to become so pervasive, complex, confusing, divisive, and societally destructive,
…that when the military is dispatched, most people would not object, but rather, cheer and celebrate It.

However, those who welcome such a dangerous action, fail to realize that homeless, US citizens are the “canary in the coal mine”.

 A military, “bayonet point” enforced homelessness resolution will eventually lock down the whole nation,
…thereby their glees will have inadvertently, unintentionally, and willingly forfeited their freedom
to a stealth 21st Century tyranny, reminiscent of early, 1930’s Nazi Germany.

The Biblical WARNING
Every civilization’s society is solemnly admonished and Warned against legislating or decreeing policies
…against the economically, socially, politically, religiously poor, hence, (Isaiah 10:1-3)

“Woe to them that decree unrighteous decrees, and that write grievousness which they have prescribed;

To turn aside the needy from judgment, and to take away the right from the poor of MY people,
that widows may be their prey, and that they may rob the fatherless!

And what will you do in the day of visitation, and in the desolation which shall come from far?
to whom will you flee for help? and where will you leave your glory?”

The 3 Options
It’s evident that stakeholders in every sector of society from retail business proprietors,
…school administrators, community and neighborhood residents, first responders of, i.e.,
…law enforcement, fire, EMT, et al., including the homeless US citizens themselves,
…want them gone somewhere else. The question is, “Where, when, how?”

There are only two options available to utilize the SCOTUS decision, they are:

  1. Allow them to remain in “sanctioned” outlawed public squares with dramatically increasing numbers every day,
    …thereby remaining a dangerous threat to themselves and the public.

Note: Albeit, most homeless US citizens can’t “go back” into mainstream society, as affordable domicile and cost of living,
…prevents them, as well as they understandably don’t want to return to the disasters of a sick society that initially
…caused their homelessness, as that would be the sure mark of insanity.

  1. Military law enforcement entities,
    Without any countermeasures from his opponents, if reelected, former, US President Donald J. Trump
    …has promised to i.e., dispatch the military to force resolve a societally caused social malady,
    …of which, it’s now known that Gov. Newsome, and LA Mayor Bass agree.
  2. Execute and Implement, EXODUS II, which is the proper enticement for homeless US citizens
    …to voluntarily exit or evacuate the correctly outlawed zones of the urban centers into government-chartered,
    …socially mixed, planned developments of primarily federal properties-lands, led by federalized black citizens.

The EXODUS II Strategic Plan
Though conceived by him from Justiceville, in the bowels of Skid Row, LA, 40 years ago (a whole generation),
…EXODUS II is not Teds’ plan, but rather that of We the People of the United States to order its’ implementation
…via the contents of the Constitution, including its employees, i.e., elected as well as appointed officials and decrees.
