INHERITANCE ACTION PLAN: Written – By Mr. Leo Alexander

Preface: This Inheritance comes from a birthright from the millions of enslaved Africans
…who were deprived of their freedom
and opportunities to benefit from the treasures
…of their homeland — the sub-Saharan region of Africa.

Their birthright has matured and now has been bestowed upon their descendants as an Inheritance.

This Inheritance will be granted to ALL the descendants of enslaved Africans, in perpetuity, throughout the diaspora.

The Inheritance will be funded by a 10% tax, paid by foreign companies, one very natural resource exported from the sub-Saharan region of Africa.

First, the theInheritancePlanwillbe established and implemented in the United States;
Second, in the island nations of the Caribbean and, finally, Brazil.

It should be noted that more enslaved Africans were shipped to Brazil than any other country in the Western Hemisphere.

The Action Plan:

1. The Jim Crow Check: Every ADOS, American Descendant Of Slavery (ADOS), born on or before July 2nd, 1964, will

receive a monthly stipend from The Inheritance Institute.

These individuals were born before the Civil Rights Act of 1964 was signed by President Johnson;
…which means they were born into a system of second-class citizenship.

According to the US Census of 2020, there are approximately 46 million Blacks who self-identified as Black/African American.

Approximately 17% of those individuals will receive The Jim Crow check.

Process for determining qualification status:

To qualify for the monthly ADOS Inheritance stipend, one must:

A.  Go to the nearest Black-owned bank with two forms of government-issued identification,
…one of which is a US birth
certificate.If there are still questions as to whether or not a person
…meets the DNA requirement to participate in any of these Inheritance Plan programs,
…he/she must either take a free DNA test that proves
at least 50% of their DNA originates from
…the
Sub-Sahara region of Africa; or this person has self-identified as Black/African American
…on the 2000, 2010, and/or the 2020 US Census.
B. Open an account with this Black owned bank.
If, for some reason, a person refuses to open an account with such banking institutions,…they will not be able to receive their monthly stipend.
This is important because the monthly stipend will only be distributed through our

…national network of Black-owned banks.

This rule is in place to encourage the ADOS to support the mindset of supporting
…Black-owned institutions and businesses first.

C. Once identity DNA composition has been confirmed through government documents,
…the US Census, DNA testing and
the Inheritance Institute database, the stipend will be deposited
…directly into the established account every month until death.

This model will be duplicated in the Caribbean and Brazil. In each respective country,
…the second-class citizenship dates will be
different, but still designed to benefit the survivors
…of those formerly, blatantly, racist systems
This distribution system will not only benefit the millions of survivors but will also promote and reestablish
…the importance of supporting Black-owned financial
institutions.

This is critical because it will be these institutions that will provide the Business Mentorship Program
…across those countries and be our preferred financial institutions for international trade between
…Black-owned companies throughout the Diaspora with African-owned companies on the continent of Africa.

2. Education:
The Inheritance Institute will provide a funding source for the future development and potential merger of the

traditionalHBCUcurriculumwithaVocational&Technicalcurriculumdesignedtocreatesupercolleges.

Every American DescendantOfSlavery(ADOS) who is accepted to an HBCU or Technical College will attend tuition-free.

A priority will be placed on the following areas: true American history, comprehensive upgrade of facilities,
…faculty/staff compensation and athletics to compete with predominantly white institutions (PWIs).

Each participating HBCU will continue to offer four-year and advanced degrees while adding a two-year degree or certification program.

The purpose of this new super college model is to better prepare children for a highly competitive global economy and them
to maximize their opportunities in the domestic vocational markets.

Super colleges will emphasize all the traditional curricula of higher education;i.e.,
…the humanities, education, medicine, law, computer science, architecture, and engineering,
…along with the
ReadytoWorkcurriculaofvocationaleducation;i.e., registered nursing, cosmetology/barbering,
…IT, CDLlicensing, brick
masonry, carpentry, auto mechanic, HVAC tech, culinary arts, plumbing, and electrician tech.

This will allow the ADOS children to begin their careers debt and as potential job creators.

It is our responsibility to create professional opportunities for our own…not the government.

The key is for Black children to have more options than just traditional college, entry-level
…service industry jobs, the military, or a
short life of crime and/or government dependency after high school.

Living on the margins of society and eeking out a living is ‘In this way, the Last will be first…‘ ~ Matthew 20:17
not a living…it is just survival.

Black children deserve better options than that, and this will also break the cycle of generational poverty for so many
…forever.
3.Entrepreneurship:
Banking/Legal — an annual dedicated funding source for business development grants from our

national network of Black-owned banks to work in conjunction with Black-owned Intellectual Property law firms.

Every ADOS whoattendsandcompletesBusinessMentorshipProgram(BMP) will receive funding and free financial and
…management consulting services for their first three years of operation.

This will allow our ADOS entrepreneurs to focus on their particular product/service and
…concentrate on growth, job creation, and market domination.

To qualify for the BMP, an ADOS applicant would only need to contact  their nearest Black-owned bank 
 …and present their business plan.
If their business plan is selected they will be assigned a mentor, who is an expert in their chosen industry,
…to work
with them on all aspects of their business plan.
Once this stage is completed their business plan will be fully funded for the next 36 months.
During this period the business will be audited every year by their mentor and the entrepreneur
…will have access to a
full array of management consulting services;i.e., from management,
…human resources, budgeting, marketing, supply chain,
and customer service.
For the next three years, the entrepreneur will never be alone. The success of the BMP will come from this trusted partnership.
The criteria for selection into the BMP:
A. How will this product/service make everyday life easier?
B. Will this product/service create jobs within our inner cities?
C. Will the production of this product/service be environmentally friendly?
Phase II
1. Land Acquisition & Housing…this section will concentrate on the acquisition of large tracts of land
…from Maryland down
through Texas.

Every state below the Mason-Dixon line will be targeted for residential and agricultural opportunities.
This was the land of our enslaved ancestors and their blood, sweat, and tears, are still embedded within
this rich soil.

2.  Justice, Political & Legislative Activism…
In the US our merely blatantly racist systems began with the legalized Enslavement of Africans, followed by
…The compromise of1877, which fostered in JimCrow, New Deal detrimentally impacted Black women,
…by excluding domestic
workers; the GI Bill, which is incriminated against the majority of Black veterans;

Red-lining, which excluded black neighborhoods from financial investment opportunities;
… and the legislation behind the War on Drugs, which led to the mass
incarceration of Black men.
