In this specific and particular instance relating to homelessness, according the said federal laws, the Homeless Servant Czar (HSC) is essentially, the envoy and alter ego, even de facto, US “President” and “Commander in Chief”, as having authority of direct access (not having to go through White House Chief of Staff) to the President in the Oval Office.
This position is also applicable to the Chairman of the Joint Chiefs of Staff, of the Military Armed Forces, i.e., The Pentagon, as a separate and distinct entity from the President – Commander In Chief, as a safeguard against Presidential roguery, should such drastic services to We the People be warranted.
As the US, Presidential appointed, national, federalized Homeless Servant Czar (HSC), these are the essential, first steps that must be put into action on “day one”, naturally followed by others in their own, customized character, they are;
- First, organize under the auspices of the White House, Office of Homeless Servant Czar, and its substructure of the EXODUS II: 2028, Los Angeles Olympics, directing the Interagency Council On Homelessness (USICH), and that of Domestic Policy, recruit and hire the necessary strategic team staff, including a special, executive director, setting up office of operations in the White House;
- Second, educate the 19 federal departments, and receive their “will do” feedback on the respective roles that each have in the EXODUS II Initiative, which containing the instructions outlaid in the New Frontier II: Operation Humanity (NF2:OH) theme, being the master, strategic, comprehensive, national polity and plan, including operations of the 1999 JSAP Law Enforcement Working Group’s document as a guiding-light “blue print”
- Third, network all compliant, existing NGO, homelessness social services funded by the federal government, into the substructure of the strategic plan.
- Fourth, by federal laws and funding authority that mandates all state, county, and municipalities to enlist themselves into the POTUS’s plan, thereby unifying all participants into one, united, functioning body politic of We the People.
- Fifth, plan and launch of nationwide awareness campaign announcing the coming of the EXODUS II, et al, to all concerned, including homeless, and particularly, all stakeholders such as; community and neighborhood residents, including storefront retailers, property owners, including law enforcement.
- Sixth, time sensitively, orchestrate dates of execution, implementation, and completion according the “window” opportunity of 2024-2028, accessing the impetus of the 2028 LA Olympics, preceded by the 2026 World Cup Soccer.(Also See: “HEAL AMERICA“
