Dedication
Dedicated to President Abraham Lincoln, and the Republican legislators of these federal laws; the supporting Union generals; and to the millions of military boys and young men — both Confederate Southerners and Union Northerners — particularly the 740,000 who perished,  at one another’s hand in the US Civil war, and the many more who were left psychologically and physically wounded, their families for generations to this day.

Also dedicated to the 38,000 African American Freedmen and escaped chattel slaves who fought and died for their own liberation and for the preservation of the Union Republic.

And most importantly, dedicated to GOD — the Central Figure of the Declaration of Independence, Who by Sacred Covenant ordered Abraham Lincoln to sign the Emancipation Proclamation, and Who spoke through Dr. Martin Luther King, Jr., revealing that these same laws are the sections of America’s Promissory Note yet to be fulfilled.

The wounded soul that America inherited from the British Empire in 1776 remains an open and festering wound with “disease” and foreign “vectors”, as evidenced by the “hot” 1861-1865 Domestic War to end chattel slavery, of which the nation remains in shock from, notably, the assassination of President Lincoln.

May the Republic fulfill its covenant in righteousness.

“A Nation Under GOD, Remembering Its Covenant.”
This manual has been prepared for those who labor in the fields of justice, mercy, and national restoration—ordinary citizens, ministers, educators, and public servants who sense that America’s destiny is not finished. It is not an academic textbook, but a worker’s tool.

It explains how the Creator, through flawed but inspired human beings, wrote the law of equality and reciprocity equity into the nation’s fundamental, foundiotional, founding documents, and how generations betrayed it, as well as the way in which each federal act, amendment, and confession has served as a step toward redemption, of particularly note, the Emancipation Proclamation and the 2008, Congressional Resolutoin #194, Apology for the nation’s crime against humanity of Chattel Slavery and Jim Crowism (racially discriminatory legislation).

The material within these pages shows that freedom is not an accident of war nor a policy of government—it is a sacred covenant of law between GOD, the People, and the Republic, of which HE, as Supreme Judge of all the world, enforces.

We study these laws not to worship them, but to understand the divine logic behind them.

The Declaration, the Constitution, the Civil Rights Acts of the US, federalized citizens, and even the Apology of 2008 together form one unbroken revelation of national repentance and renewal, i.e., “If MY people called by MY Name…”

Each section concludes with reflections and worker assignments to guide practical action.

Read them as one reads Scripture—with attention, humility, and readiness to our individual and collective duty for which The Most High GOD has summoned us to, in preparation for the coming Kingdom, of which HIS Son, King Yesua/Jesus, the Jew, rules and reigns.

Purpose of the Manual:

1. To restore the true meaning of “We the People” as a living moral body.
2. To educate citizens, churches, and leaders on the divine and federal structure of freedom.
3. To equip EXODUS II workers to carry out acts of reconciliation, housing, and civic reform as the fruit of repentance for this generation.

“Blessed is the nation whose GOD is the LORD.” (Psalm 33:12)

It is not an academic textbook, but a worker’s tool. 
It reveals how GOD used the Republic’s own laws to correct its sins and complete the unfinished work of equality.

Each section combines historical facts, moral reflection, and practical instruction for those laboring in the cause of EXODUS II: 2028, LA Olympics, Homeless Resolution Initiative — the continuation of America’s redemption.

I.   The Divine Foundation (1776 – 1860)

Before There Was a Constitution

First, the Declaration of Independence — The first federal moral law declaring equality as divine order.
Second, the U.S. Constitution — The framework containing both liberty and compromise, awaiting redemption.

Note the Key matter: the Naturalization Act (The Bill of Rights, Art. 1, Section 8 of the US Constitution) — The denial of equality that would later require federal correction.  Such is why the 14th Amendment is exclusively for the descendants of chattel slaves.

The Coming Storm — While in the First “cold”, US Civil War, beginning July 2-4, 1776, ending with the First “hot” Civil War of 1861-1865, the Declaration’s Promise and the Constitution’s contradiction is what drove our Union Republic to the “hot” civil war.

Now, in the Second “cold” Civil War, beginning in 1865 and continuing to the present day, i.e., 160 years, we, the People, are trending toward a “hot” conflict of some sort, based on the ancient “war” over the issues of Americans’ chattel slavery and generational experience.

Reflection: Equality and Reciprocity. Equitable is a divine law, not a human suggestion.

“All human beings are created equal and endowed by their Creator with certain inalienable rights, that among them are Life, Liberty, and the Pursuit of Happiness, i.e., property, real estate, and intellectual.”

II.  The Union Federal Military Liberation (1861 – 1865). The ONLY Americans with such high recognition
Liberated By, Under, and Into the Emancipational and Congressional auspices of the Federal Military Authority, Protection, as the ONLY protected class status. (plus the Indigenous Peoples, i.e., Indians)

  1. The Confiscation Acts — Freedom defined and enforced by federal military power.
  2. The Emancipation Proclamation — Liberation was/is, and always will be, activated under federal command.
  3. The 13th Amendment — Abolition secured; freedom becomes a constitutional covenant.

Reflection: Freedom is not rebellion but order under righteousness, because GOD, our Creator, ABBA gifted us with such…

Therefore, We the People, appeal “…to the Supreme Judge of all the world, for the rectitude of intentions…”, to turn away from Antiqus Ordu Seclurum “Old Order of the Ages”, i.e., “strong man” tyranny under GOD, to Nordu Ordu Secllurum – “New (untried, people under GOD) Order of the Ages”, as to how human beings shall govern themselves.

III. The Constitutional Rebirth (1866 – 1871)
From Liberation to Legal Personhood

  1. The 1866 Civil Rights Act (The Act) – 1868, 14th Amendment Citizenship (1866) —
    Defines equality as the same rights as white citizens, i.e., “as is enjoyed by white citizens” (Section 1)

  2. The Freedmen’s Bureau (Section 4, The Act) — Federal mercy under presidential authority.
  3. The 14th and 15th Amendments — Citizenship and suffrage secured under divine law.
  4. The Enforcement Acts — Federal guardianship protecting equality.

Reflection: Liberty must be written, protected, and enforced, of GOD enforced.  It’s our choice!

III.  Resistance and Restoration (1875 – 1968)
The Betrayal and Renewal of the Federal Covenant

  1. The Civil Rights Act (1875) — Equality in public life, later struck down by courts.
  2. Plessy v. Ferguson — Segregation legalized; covenant betrayed.
  3. Brown v. Board of Education — Judicial repentance; equality reborn.
  4. The Civil Rights & Voting Rights Acts — Federal redemption of liberty.
  5. The Fair Housing Act — Home and nation united under justice.

Reflection: Federal retreat is moral collapse; federal restoration is national repentance.

IV.  Confession and Continuance (2008 – Present)

The Unfinished Redemption of the Federal Covenant

  1. H.R. Res. 194 (2008) — National apology for slavery and Jim Crow.
  2. EXODUS II — The fruit of repentance, where apology becomes righteous works.
  3. The People’s Preamble, Citizenship Oath of Office For Duty and Priesthood — Citizens as keepers of the covenant.

Reflection: Words must become deeds; repentance must bear fruit.

Closing Benediction
From the parchment of 1776 to the streets of 2025, one hand has written the story of freedom.

That hand is Divine, yet it moves through human hearts. The Declaration began the law of equality; the Constitution formed its frame; the Civil War redeemed its breach; Reconstruction codified its truth; the Civil Rights Movement restored its voice; and now EXODUS II must manifest its deeds.
So help us, GOD
