This is Ted Hayes, America’s foremost, Civil Rights/Homeless Resolution Activist of 40 years in and out of Los Angeles, California (1985-20245 as of January 2, 2025)
My 40 years career spans the LA Mayorship of every mayor from the Hon. Tom Bradley through to The Hon. Eric Garcetti, now The Hon. Karen Bass, as well as every LAPD Chief of Police since Daryl Gates to Choi, as well US Presidencies of the Hon. George H.W. Busch #41 to the Hon. Joe R. Biden.
My claim as the foremost activist is not only how voluntarily, I initially took on this National Security threatening matter, my consistent, unprecedented, 40 years of advocacy, activism, and messaging, but most importantly, the author of the only federal and local, well-documented, even in the White House, “blueprint”, basic, strategic national homeless resolution plan.
Over these four (4) decades, The Plan, which is based on the post-WWII Marshall and McArthur Plans for the restoration of war-torn Europe and Asia, has had several titles, with the same message, but in a more, updated, and sophisticated fashion that presented in 1985, is today, entitled, “EXODUS II: 2028, LA Olympics Homeless Resolution Initiative.
One can imagine what this grand, unprecedented Plan is about!

Essentially, the Plan involves the US President, issuing an Executive Order and Memo to the US Interagency Council On Homelessness (USICH), which implements this national strategy beginning in our LA, the Homelessness National Capital, as the model of emulation for all other US cities, counties and states
Attached you will find the 1999, JSAP Strategic Plan (Joint Statement and Action Plan of the Law Enforcement Working Group), which, as one the very first, meaningful enactments of your organization formed in the same year.
Along with other “Top Cops” individuals and associations, the LACPCA endorsed and signed, not as a legally binding document, but a guidance to elected government officials, as well as NGO’s in the day when matters become so desperate, perhaps they will respect and heed your sound, non-partisan, electoral politics council.
Being more poignant now than it was in 1999, this great, timely document, was put together by my Dome Village staff and that of the then, LA City Attorney, later, Mayor, the Hon. James Hahn, of which he will avow when asked.

There are three (3) impetuses as to why we together must NOW execute and implement the JSAP, they are:
- The 2028, LA Olympics
- The Impending, Government Affirmed, LA Disaster
- The Present Disaster of Homelessness on the work of First Responders, i.e., Law Enforcement, Fire, EMT
Please, at your earliest ASAP convenience, with justified, government-affirmed emphasis on “EMERGENCY”, my team and I would like to meet in person, or initially via Zoom, if such is more convenient, to discuss this, our joint/mutual, strategic plan with you.
