Respectfully submitted for executive review is the enclosed Reconstruction Completion Initiative, consisting of a presidential cover letter, a constitutional memorandum, supporting historical documentation, and accompanying visual materials.

The purpose of this submission is to request a prompt legal and constitutional evaluation of whether existing Reconstruction-era statutes, constitutional provisions, and executive authorities warrant renewed examination as America approaches its 250th Anniversary.

This submission does not request action outside the Constitution.

It does not request disregard of judicial authority.

It respectfully requests only that the attached materials receive careful review by the appropriate constitutional officers of your Administration.
