A RESPECTFUL REQUEST TO THE PRESIDENT
Mr. President,
Thank you for taking the time to consider this submission.
I recognize that the Office of the President carries responsibilities unlike any other in our constitutional system. Every day requires decisions affecting the Nation’s security, economy, foreign affairs, and the welfare of millions of Americans.
I therefore submit this memorandum with humility and respect.
I do not ask you to accept every conclusion.
I do not ask you to act without legal review.
I do not ask you to substitute my judgment for that of your constitutional advisors.
I ask only that the accompanying memorandum receive prompt, careful, and fair consideration by those entrusted with advising the Presidency.
If, after that review, your Administration concludes that portions of this Initiative merit further examination, refinement, or lawful implementation, then the constitutional process will have functioned exactly as it should.
If your advisors conclude otherwise, then I ask only that such conclusions rest upon a full examination of the historical record, the governing statutes, and the constitutional questions presented.
MY PURPOSE
My purpose is neither partisan nor personal.
It is to contribute, in whatever small measure I can, to the continued strength of the American Republic.
For many years I have studied the Reconstruction era, the Civil Rights Act of 1866, and the constitutional questions that followed the Civil War. This submission reflects that study and my sincere belief that these matters deserve renewed examination.
Whether history ultimately agrees with every conclusion presented here is for history—and our constitutional institutions—to determine.
MY HOPE
My hope is simple.
That this Initiative may encourage thoughtful constitutional review.
That it may contribute to greater historical understanding.
That it may strengthen national confidence in constitutional government.
And that, where lawful and appropriate, it may help advance practical measures that benefit the American people.
A FINAL THOUGHT
Mr. President,
The Constitution has endured because Americans have been willing to study it, debate it, and apply it with seriousness across changing generations.
That tradition is one of our Republic’s greatest strengths.
It is in that spirit that this memorandum is respectfully submitted.
