According To The Edicts of The 14th Amendment of the
1866 Civil Rights Act of the US Constitution
The Freedmen's, Bureau
The Civil Rights ACT of 1866 provided an agency under the auspices of the White House and authority of the US Military to specifically provide protection and enforcement of the ACT on behalf of the Emancipated Slaves known in Section 3 as "...the Bureau for the relief of Freedmen and Refugees..." and Section 4 as "...the officers and agents of the Freedmens Bureau..."
Hispanics, Latinos, Mexican, black Africans, nor anyone else regardless of their race, skin-color, nationality or ethnicity has no right STANDING in this special protections because they are not Freedmen or Refugees from the US Civil War and chattel slavery.
The Freedmen's Bureau obviously needs to be reloaded for todays' Freedmen and yet Refugees from the ongoing US Civil War.
Finally, the 14th Amendment for the Emancipated Slaves, now Freedmen was proceeded by the 13th, which was granted not because of their skin-color or racial characteristics, but rather because of the previous state of chattel slavery.
Mexicans, Hispanics, Latinos, nor Indians had such an experience, therefore they are not qualified for STANDING in the ACT, even as willing Black African immigrants are not either.
If these afore mentioned folks can prove by experience as described in the ACT, then they too have STANDING. If not, they must seek solace for their suffering elsewhere, perhaps in the countries of their origin.
The whole "race, skin-color" argument is rouse by the foreign and domestic enemies of our New Nation.
Whether the late Dr. Martin Luther King, Jr. was cognizant or not, I believe that GOD through him, prophetically gave us insight and subtle warning to know those amongst us who would pimp race or skin color as a means to gain prosperity, prestige and power in these United States.
It is sort of like when Jesus Christ speaks of false messengers as wolves, etc. saying "You shall know them by their fruits"...Dr. King says "content of character"

THE INVADERS ARE CAUGHT BY SURPRISE
You see, as US Emancipated Slave Citizens, we do love GOD. We do love America. We do love our fellow US "White Citizens" (White, Brown, Red, Yellow, Black)
