GOVERNING & WORKING HANDBOOK
Fifty original policy planks • implementation framework • cross-references
THE UNION FIRST
National Duty Before Personal Gain.
The Chattel Atlas — The Living Constitutional Dynamo and National Treasure of We the People.
Editorial status: an integrated draft for discussion and review; not a statement that the Party has registered, qualified for any ballot, or formally adopted these proposals.
Editorial and adoption status
This is a structured working edition of the original fifty-plank policy series. It keeps all fifty original numbers and titles and supplies concise operating briefs; it is not a verbatim reproduction of every earlier long-form draft. Each original plank may be appended in full during the next archival editing stage. The 12-division public platform appears in Document I.
No provision here should be presented as enacted law, an approved federal program, a verified legal entitlement, a completed land acquisition, an adopted Party position, or an appropriated budget. Each entry is proposed policy subject to organizational approval and expert review.
Decision protocol for each policy proposal
- State the historical or current problem and separate documented facts from hypotheses and political interpretations.
- Identify the relevant constitutional, federal, state, tribal, local, or private authority; seek legislation where required.
- Name a responsible organization, including who has power to approve, decline, audit, or terminate the activity.
- Specify funding sources, public-asset costs, private investment assumptions, operating budgets, and conflicts of interest.
- Protect constitutional rights, informed consent, privacy, noncoercion, equal treatment where law requires, and Indigenous sovereignty.
- Select measurable results, target dates, independent verification, and a process for revising or ending unsuccessful approaches.

Implementation roadmap
Phase A — Documentary and legal foundation
- Inventory and proof the fifty long-form drafts against this index, preserving user edits and original wording.
- Approve the Founding Charge and public twelve-division platform through the Party’s intended governing process.
- Establish a constitutional-law research group and an archival evidence register.
- Separate actual statutory rights, contested interpretations, proposed enactments, and independent factual evidence.
Phase B — Feasibility and governance
- Specify any organizational committees, elected leadership roles, bylaws, and rules for internal approval.
- For each proposal, complete a jurisdiction/authority memorandum and a credible cost and financing estimate.
- Scope a voluntary Los Angeles EXODUS II feasibility pilot; do not assume site, funding, eligibility, or permission before verification.
- Test voluntary descendant documentation and privacy protection protocols.
- Prepare accurate educational briefs for public audiences and foreign embassies.
Phase C — Demonstration, accountability, and revision
- Publish program baselines and measurable objectives before asking supporters or partners to commit resources.
- Use independent monitoring and evaluations, with published corrections where evidence changes.
- Update the handbook as laws, budgets, and feasibility evolve without automatically changing the public Founding Charge.
- Track human outcomes: real housing stability, agency accountability, ownership, educational opportunity, rights protection, and civic participation.

Final organizing principle
The handbook is the practical working companion to the public platform. No public claim becomes true by repetition; no moral intention removes the need for lawful authority; no ambitious technological plan replaces accountable human action. The Chattel Atlas is understood as free constitutional agency, not as ownership or compulsory service.
