EXODUS II rejects a reactionary, panic-driven strategy of militarily forcing homeless citizens onto federal lands permanently, which is growing sentiment—a course that could gravely injure the Constitution and reduce the Declaration of Independence’s promises of life, liberty, equality, and the pursuit of happiness to mere platitudes.
Instead, EXODUS II proposes voluntary, planned, federally chartered communities on suitable lands. These communities would not be reserved only for homeless persons. They welcome a healthy social and economic mixture of citizens seeking relief from an old, toxic, stress-filled society that contributes to substance addiction, mental illness, family breakdown, and homelessness.
Unlike previous efforts that have repeatedly failed, costing lives and billions of dollars lost, this strategic national resolution plan considers everyone affected: homeless citizens, homeowners, property owners, storefront retailers, first responders, neighborhoods, schools, and entire communities.
EXODUS II therefore addresses not only visible homelessness but also the underlying social conditions that produce it.
