Every generation inherits both the achievements and the unfinished responsibilities of those who came before.

The Reconstruction generation preserved the Union, abolished slavery, adopted new constitutional guarantees, and enacted laws intended to secure a lasting constitutional settlement. Those enactments remain among the most consequential in the Nation’s history.

This memorandum respectfully asks whether the Executive Branch has fully examined and faithfully executed the responsibilities that those enactments continue to impose.

The President’s oath is not merely ceremonial. It is an active constitutional commitment to preserve, protect, and defend the Constitution, and to ensure that the laws of the United States are faithfully executed.

If, after careful review, the Executive Branch concludes that existing Reconstruction law continues to impose executive responsibilities, then fulfilling those responsibilities is not a matter of political preference. It is an exercise of constitutional fidelity.

Accordingly, this memorandum respectfully requests that the President direct the constitutional review outlined herein and determine what lawful executive actions, if any, are necessary to complete the unfinished work entrusted to the Executive Branch by the Reconstruction settlement.

The objective is not to revisit the past, but to strengthen the future by faithfully executing the Constitution and the laws of the United States.
