            The Congressional Promissory Note

Resolutionary Proclamation

 

Be it known, that in the Holy Name of the GOD, Supreme Judge of all the Earth, being the Creator of the Universes, brought forth on this continent through certain men known today as the Founding Fathers who pinned and signed the Declaration of Independence, that sacred Covenant with HIS Majesty on High on July 4th,1776, and the subsequent US Constitution on September 17th,1787, within the Divine Providential Jurisdiction of the United States of America;

Be it further known and here proclaimed for all the world to see and know, that this Resolution is a catalyst to end the illegal immigration civilian invasion as well as foreign incursions into the United States, and to subsequently and/or simultaneously complete the unfinished business that this nation has with its Creator GOD and Judge, the exiled out of West African, Black, Americanized Emancipated Slaves-Freedmen and their succeeding generations of children;

Whereas, the present, massive invasion and colonization, commonly known as illegal “immigration” or even “immigration” of the United State of America by citizens of foreign nations, most particularly from Mexico and Mesoamerica is the greatest threat to US Black citizens since chattel slavery of the Transatlantic Slave Trade from the early Fifteenth Hundreds to 1812;

Whereas, the term “illegal alien” is not a pejorative, but rather a one utilized the by federal government to define, identify, classify and/or categorize individuals who have entered into and reside within the geo-physical borders of the United States of America without official permission from the proper federal authorities, hence the social status of “illegal”;

Whereas, the illegal immigration-civilian invasion threat to American Black citizens is subsequently and directly the gravest danger to the national security of the United States and its’ identity and purpose, since the Civil War itself;

Whereas, according to the 1866 Congressional Civil Rights Act awarded-bestowed upon freed, West African, Americanized chattel slaves and their children and/or succeeding generations, the honor of citizenship, voting rights and other civil liberties afforded to all Americans is identified and dubbed by the late, assassinated, Rev., Dr. Martin Luther King, Jr., as the Promissory Note described in his land speech, “I Have A Dream” (August 28,1963 Washington, DC);

Whereas, such citizenship was not bestowed upon the West African chattel slaves due to their skin color and/or distinctive racial characteristics, ethnicity, nationality, blood line, religion etc, but rather because of the unique way in that they entered America and the United States, which was unwillingly, in chains-shackles, under the sting of the whip, as slaves, which unlike other ethno-racial-nationalities who did so willingly;

Whereas, the term Promissory Note being the heart and soul foundation and framework of the American-US Civil Rights Movement consisting of birthing such documents as: the 14th Amendment, followed by the 15th, and proceeded by the Thirteenth (* freeing Blacks from slavery, except in prison), including Civil War Emancipation Proclamation made by President Abraham Lincoln (also assassinated) and the Gettysburg address;

Whereas, the greatest threat to American Black US citizens posed by the presence of citizens from foreign nations illegally within the borders of the USA without official permission from the proper federal authorities, have manifested in the following frightening ways, they being:

  • > loss of adequate and affordable housing;
  • > loss of space in institutional educational facilities ranging from kindergarten, primary or elementary, middle, Jr. & Sr. high school, and those of    
  •    higher learning such as colleges and universities;
  • > loss of safety, in that Black school students are subjected to intimidating attitudes, words and violent attacks;
  • > loss of health and emergency care at local hospitals and community free clinics;
  • > loss of “cost of living” wages and gainful employment;
  • > loss of respect and safety as pedestrians or patrons of public transportation;
  • > loss of safety on the automobile roads, freeways and highways;
  • > loss of political and civic privileges by Mexican or Mesoamericans who are US government officials resentful of American Black US citizens doing
  •    their loyal and patriotic duty to resisting and oppose the massive illegal “immigration” civilian invasion.

Whereas, it is troubling and saddening to experience such great losses in physical, geo-physical, intellectual, economic, and political-civic entitlements that are due to every legitimate US citizen; the most disheartening, tragic and devastating loss to American Black US citizens as a result of the invasion, is their legacies of enslavement, national birth and Civil Rights heritages;

Whereas, though legitimate citizens of the United States of America according the special US Constitutionally ordered Fourteenth and Fifteenth Amendment of the Promissory Note of the Civil Rights Acts of 1866 (born out of the original Civil Rights of the same the year led by Republicans in the US House of Representatives), unlike other Americans who are the descendants of immigrants (willingly in the USA), Black people are not such, but rather they are descendants of slaves (unwillingly in the USA and victims of several national and religious entities);

Whereas, as slaves in these United States of America (even from its very early years), Black peoples, an integral and binding part of building the foundations of this great nation by their “free labor” afforded the founding fathers (most of whom were slave owners), the leisure and luxury of time to conceive, develop and implement their ideals of freedom, liberty and democracy; hence without the Emancipated Slaves-Freedmen, there would not be a United States of America;

Whereas, the United States did not originate the peculiar system of chattel slavery, but rather inherited it from the British Empire on July 4,1776, and importation of slaves from the Transatlantic trade on January 1,1808, abolishing January 1,1863 with the Emancipation Proclamation followed by the 13th Amendment, December 6,1865, and finally ending it with the close of the Civil War April 9,1865 (President Abraham Lincoln being assassinated a mere six days later, April 15,1865;

Whereas, American US “White citizens” were the first slave abolitionist and Civil Rights activists and Emancipated Slaves-Freedmen, formerly chattel property under the jurisdiction of the United States since July 4,1776, are the beneficiaries of such and not other ethno-racial-nationalities, especially being immigrants, particularly those who are of illegal status;

Whereas, the United States is not a nation built by and for immigrants as is erroneously purported, but rather, is one built by them upon the backs of chattel slaves and their succeeding generations of children, i.e., Emancipated Slaves-Freedmen;

Whereas, it is the presence, sufferings, and achievements of American Emancipated Slaves-Freedmen that immigrants (illegal or legal) rush into the United States, was/is not merely for work-employment, but rather…

  • * for the freedom from labor enslavement or emploslavery; (the act of employers hiring workers or employers below living standard wages -
    • "The workman is worthy of his hire" The Hebrew Holy Scriptures)
  • * to be recipients of the policies and practices of equality;
  • * to experience just and civil treatment by government and citizens of the same

Therefore, as American, Black legitimate US citizens, i.e., Emancipated Slaves-Freedmen, the descendants of West African Americanized slaves, and the children of those who suffered through and overcame legislated racism in America and abused by all immigrant stakeholders in our country who enter the borders of the United States;

And, Therefore, American Blacks, the Emancipated Slaves are demanding protection from government officials; and are calling on all US citizens, especially recent immigrants to respect, appreciate and preserve the sacred contribution of Freedmen who is the cause of their well being in this land of liberty possible, by denying amnesty to illegal aliens and/or immigrants, and by doing everything possible to stop the destruction of Black US citizens caused by illegal “immigration” civilian invasion;

And Therefore be it resolved, in accordance to the Civil Rights Act of 1866, all responsible authorities of governments (federal, state, county, municipal) are to execute the following demands:

  • * fulfill and obey the tenants of the Promissory Note before it even considers another amnesty to illegal aliens -“immigrants” or a “comprehensive”
  •    immigration reform policy and laws;
  •  
  • * and cease and desist educational, housing, medical/psychological, economic benefits and assistance to citizens of foreign nations illegally within the
  •    United States of America;
  •  
  • * most importantly, abolish the custom of Anchorism, commonly known as anchor-baby, “birthright”, presumed and/or illicit citizenship, including
  •    illegal “chain migration” and the literal grand larcenous, ethno-racial theft of the 14th Amendment, the national birth certificate of the Emancipated
  •    Slaves-Freedmen;
  •  
  • * particularly, execute Section 3 of the 1866 Promissory Note edicts that every US government official (federal, state, county, municipal) is to
  •   defend and protect the US Constitutionally specially ordered citizenship of West African Black Americanized chattel slaves and their succeeding
  •   generations descendent children. 

Any governmental official who rebels against the Constitution ordered citizenship is to be summarily arrested and face charges of treason subject to full prosecution.

On behalf of all Emancipated Slaves and Freedmen including US “White citizens” we so resolve on this day of July 4,2006 that as  American Black US Citizens we demand that everyone, that is all immigrant descendants beginning at Plymouth Rock and James Town until the present of first generation within or contemplating entering into the United States of America to please respect us and work diligently to fulfill the Constitutional mandates of the Martin Luther King, Jr., Congressional Promissory Note.
