Re: Reparations For Black US Citizens or Amnesty Illegal “Immigrants”

Congressman Conyers…Shalom in Jerusalem,

For the last twenty-one years, I have been active in the plight of the Homeless in America/Los Angeles who are disproportionately Black US citizens.  In LA, while Blacks comprise about 13% of the general population, alarmingly, 80-85% of them dwelling on sidewalks, etc. in the downtown Skid Row area are Black men.

As years of struggling to empower our peoples off the streets to no avail, I have come to realize that as long as American resources is directed at the massive numbers of citizens from foreign countries illegally within and colonizing ours, we will never redeem our peoples from abject poverty, the Prison Industrial Complex (PIC) – Constitutional Slavery and the morgue.

Our Reparations is literally being given away to peoples who don’t deserve them, nor are the congressionally designated for!

You sir, are considered the political “father” of the Reparations movement for American Black US citizens who are descendents of West African Americanized chattel slaves and their children.

By the Mercy of GOD, and elections, you are an official representative of “We the people” of the United States of America, and therefore due the appropriate respect of the US Congress!

As I understand your bill HR 40 calling for Reparations to Black US citizens before the US House of Representatives, is not asking the American government for money, property, or even an official apology from “We the people” at this time, but rather simply the opportunity to discuss on “the floor” House its’ validity. 

Sir, my colleagues and I duly honor your wisdom and support HR 40.

However, I and many other Americans, especially Blacks, have a deep concern about the direction that this particular Congress is moving as it relates to the subjects of Reparations to Black peoples and Amnesty to international criminals.

We notice a huge contradiction with these two competing issues facing this Congress of:

  • Reparations to Black US citizens;
  • And amnesty to citizens of foreign nations illegally residing within the United States posing as immigrants, most notably those of Mexico and Mesoamerica.

The two issues are not compatible.  Congress can’t have it both ways, Reparations and Amnesty.  It is one or the other….Reparations to Blacks, descendants of slaves or Amnesty for Browns, present day usurpers of others rights and benefits.

Through local and national media, I have stated that this massive illegal “immigration” is the greatest threat to Black US citizens since slavery itself; therefore the gravest attack upon the security of the United States since the Civil War itself. 

Interestingly, these sentiments have drawn strong criticism from Mexican (Latino, etc) leaders who are proponents of illegal “immigration” and claiming “US civil right” in order to perpetrate their incursion into a sovereign nation. 

As they invade our borders many add the sentiments of calling me and other Blacks who resist them Black-nigger-monkeys who must go back to Africa and threats of violence - terrorism.

This 110th Congress must make a decision as to who in America will receive the bounties of the 1866 Promissory Note, which is Reparations for slavery, et al in the “US Bank of Justice”? (* the Thirteenth, Fourteenth, Fifteenth Amendments of US Constitution, the Civil Rights Act of 1866 of the 39th US Congress)

The late Dr. Martin Luther King, Jr. spoke in his “I Have A Dream Speech” the following concerning the Promissory Note – Reparations….

“So we have come here today to dramatize an appalling condition. In a sense we have come to our nation's capital to cash a check. When the architects of our republic wrote the magnificent words of the Constitution and the Declaration of Independence, they were signing a promissory note to which every American was to fall heir.

 

This note was a promise that all men would be guaranteed the inalienable rights of life, liberty, and the pursuit of happiness. It is obvious today that America has defaulted on this promissory note insofar as her citizens of color are concerned.

 

Instead of honoring this sacred obligation, America has given the Negro people a bad check which has come back marked "insufficient funds." But we refuse to believe that the bank of justice is bankrupt. We refuse to believe that there are insufficient funds in the great vaults of opportunity of this nation.

 

So we have come to cash this check -- a check that will give us upon demand the riches of freedom and the security of justice.

Congress must decide on what policy to implement granting Civil Liberties guaranteed by the US Constitution to a people!  It is either:

  • Amnesty to criminals who have done nothing to create the Civil Liberties of the American capitalistic society of the United States other than invade its’ borders.
  • Or fulfill the Promissory Note - Reparations to law abiding American Black citizens who earned them through victory over slavery and the defeat of legalized racism – Jim Crow-ism and the Klu Klux Klan.?

 Remember, it was/is upon the backs of Black US citizens that this very nation is founded Blacks are America’s “teething ring” people for freedom.  See America’s Teething Ring

Democratic Party, of which you are a prominent member, supports for the illegal “immigration” and colonization of the USA; and advocating amnesty for criminal behavior by peoples who don’t know, understand nor seem to care about the horrendous damages that they are doing to American citizens, especially we Black folks. 

In fact, they don’t respect nor appreciate the rich participation of American Black US citizens in the creation and sustaining of the United States of America as they freely benefit themselves from that which was wrought from our sufferings. 

As the political “father” of the Reparations Movement, we expect that you would not support your party’s advocacy to pardon criminals over the heads of law abiding Black citizens who are due for the Promissory Note-Reparations. 

Your party’s strong stance for amnesty for foreign invaders into that which our ancestors and fore parents gave their lives for, is a direct repudiation (slap in the face) to recognize our unjust sufferings as the top priority of US Justice.

Remember, everyone in this nation, who are squabbling over its bounties are immigrants from some other countries (illegal or legal), except we Black folks, the descendents of West African Americanized chattel slaves and their children.  Unlike them, we did not come here willingly.  Therefore, we clearly have special status in the United States, even as described and legislated in the fourteenth Amendment of the Constitution.

This Congress will not support and fund both issues and policies.  It will either be Reparations for Black US citizens or Amnesty for international criminals.

I have prepared a packet of documents for your perusal, much of which was presented to the US Black and Latino Congressional Caucuses.  We encourage you to take a close and open minded consideration of their contents.
