The Matter of Black Lives: The Series

The only way to end chronic, hardcore, sidewalk, encampment homelessness is by US Presidential Executive Order implemented upon a strategic plan on the scale of the post WWII model for Germany-Europe, entitled the Marshal Plan, and that of Japan-Asia, called the McArthur.


Los Angeles, the most visible, world-class city is known as the Pearl of the Pacific Rim, a powerful, international business conglomerate, and the title capital of several sectors of US society, they being the film, television, music industries, but ominously, that of “sanctuary city” for undocumented foreigners, homelessness, including civilian citizens, as well as homeless US Military Veterans.


In the Central City East sector of downtown LA, the symbolic flash point of the gravest, but stealth, threat to US national security, is known as Skid Row, the “ground 0” and “black hole” vortex homelessness.


The Los Angeles, Ethno-Racial Factor: A Matter of Black Lives

While Angelinos who happen to be black, i.e., chattel slave descendants, are only 11% of the LA general population, from the hotels, SRO’s, to mission and shelters, 90% of the hundreds of homeless persons daily, stealthily languishing on filthy, disease ridden sidewalk encampments are BLACK MEN, next by BLACK WOMEN and Their CHILDREN, followed by mixture of other ethno-racial demographics.


Apparently, Black Lives Matter DO NOT MATTER!


The National Ethno-Racial Factor: A Matter of Black Lives

Alarmingly, the US citizens whom are chattel slave descendants, upon whose ancestors’ backs, this “nation of immigration” was built by and for the survival, prosperous “blessing of liberty” of immigrants and their posterities, leads all other ethno-racial groups in nearly every negative, national, social statistics, including homelessness.


Being only 12% of the national population, of the millions of homeless, over 60% are Black Lives, a clear consequence, reflection, result, manifestation and ultimate statement of the national, social statistics.

Evidentially, without controversy, the state of US citizen black lives is the direct consequence of 245 years of generations-destroying, “born-into”, chattel enslavement, and Jim Crowism (legislated racism) to the benefit of Americans of willing immigration heritage, whom happens to be Caucasian-white.


For the sake of the Union’s self and world integrity, We the People, primarily white lives, waged a *Civil War against each other to liberate black lives from the institution of chattel slavery and end the crime against humanity, ensuring citizenship and suffrage, etc, to them and their descendant children.

Post US Civil War, in manifestation of the 1854-56, Radical Republican Party (GOP), We the People enacted three, unprecedented, interwoven US Constitutional Amendments, the being:


  1. The 13th - abolished slavery in the USA, except in prison;

  2. The 14 th – authorized citizenship, initially by right of birth “as is enjoyed by white citizens”;

  3. The 15th – authorized voting rights, i.e., suffrage for freed chattel slaves and their descendant children as long as the Union “…under GOD…shall not perish from the earth”;


As the middle leg of a three legged stool of this interconnected triad Amendment, the 14th is the National Birth Certificate & Identity rights of black lives, by which they conduct “life, liberty, and pursuit of happiness”, Declaration of Independence business with and within the United States Union republic “as is enjoyed by white citizens”.


The authority and power of the 14th lays within Civil Rights Act of 1866, which is the god-father of all succeeding such acts and legacies; as well as its Progenitor and “Rosetta Stone”, i.e., interpreter and identifier of the beneficiaries.  


Of the 10 specific directions given the three branches of the federal government, 3 are directed to the POTUS, indicating the severity of necessity of ensuring national security by the strict enforcement of Section 1 of the Act, which is a detailed version of Section 1 of 14 th as intended to black lives, i.e., the freed chattel slaves and their descendant children.


Those orders to the POTUS are:

Section 4, “… and every other officer who may be specially empowered by the President of the United States, shall be, and they are hereby, specially authorized and required, at the expense of the United States, to institute proceedings against all and every person who shall violate the provisions of this Act, and cause him or them to be arrested and imprisoned, or bailed, as the case may be, for trial before such court of the United States or territorial court as by this Act has cognizance of the offence.”


Section 8, “…whenever the President of the United States shall have reason to believe that offences have been or are likely to be committed against the provisions of this act...it shall be lawful for him, in his discretion…for the purpose of the more speedy arrest and trial of persons charged with a violation of this act;


Section 9, “…That it shall be lawful for the President of the United States, or such person as he may empower for that purpose, to employ such part of the land or naval forces of the United States, or of the militia, as shall be necessary to prevent the violation and enforce the due execution of this act.”

 The corpse delecti - body of evidence languishing in homelessness, being chattel slave descent, demonstrates generations of severe dereliction of the federal government, i.e., POTUS to strictly enforcement of the 14th.


At long last, it is prime time to fully execute the enforcement of the 14th Amendment-1866 Civil Rights to eradicate homelessness as well as the other negative conditions and circumstances aforementioned that are devastating US citizen, black lives.
